Citizenship residency requirement extended to 10 years

Non-EU nationals now need 10 years of legal residency instead of 5. Applications already in progress are generally protected.

Official source

Portugal tightened one of the biggest draws for long-term movers: how long you must live there before you can apply for citizenship. For most people who are not EU citizens, the clock just got longer.

President António José Seguro signed a revised nationality law in early May 2026. The headline change for many third-country holders is a move from five years of legal residency to ten years before naturalisation. CPLP nationals and EU citizens follow different timelines (often seven years in the new framework for those groups). Always read the text that applies to your passport.

What changed

  • 10-year residency is the new benchmark for many non-EU applicants seeking citizenship through residence.
  • When time starts is tied to when AIMA issues your residence permit, not only when you first applied. Backlogs can add real calendar time on top of the legal minimum.
  • Files already in the pipeline are widely described as protected if they were submitted before the reform took effect, but I would not assume that without checking your lawyer or AIMA guidance for your filing date.
  • Other reforms in the same law package touch birthright rules and legacy nationality routes. If citizenship is your end goal, read the full notice, not just social posts.

If you are on a D7 or similar route

You still renew on income and stay rules year by year. Citizenship is a separate track with language and integration tests. If you moved for the five-year story, replan your timeline and tax residency with a professional.

What I would do next

  1. Download the current nationality and immigration guidance from AIMA and your consulate checklist.
  2. Compare Portugal with other EU bases if citizenship timing is your main driver. Our Portugal vs Spain comparison is a starting point for lifestyle and costs, not legal advice.
  3. Keep clean renewal records from day one of your residence card.

This is a news summary, not legal advice. Rules can change again when the law is published in the official gazette.
