Local property bills are among the first address-linked records after a UK move. England, Scotland, and Wales use Council Tax; Northern Ireland uses Domestic Rates instead.
How do you open the account?
Find the council for the new postcode and use its moving-home form. Provide the full address, move-in or liability date, names of adult residents, previous address, landlord or agent if renting, tenancy dates, or completion date if buying.
If moving between council areas, notify both. The old council closes and reconciles its account; the new council creates a separate bill.
Northern Ireland households deal with Land and Property Services for Domestic Rates. Do not search for a Belfast Council Tax form because that tax does not operate there.
Who pays?
Liability depends on occupancy and legal interest. An owner-occupier, tenant, resident licensee, or owner can be responsible according to the statutory order.
In some houses in multiple occupation, the landlord is billed and may include the cost in rent. Check the agreement rather than paying a duplicate demand.
Full-time students, people with severe mental impairment, live-in carers, diplomats, and some other groups can be disregarded or exempt under defined conditions. A single counted adult normally receives a 25 percent Council Tax discount.
Apply with evidence. The council will not know every household circumstance automatically.
What should you check on the bill?
Confirm the property, band, liability dates, resident names, discount, annual amount, instalments, and payment method. Scotland commonly includes water and sewerage charges on the Council Tax bill.
Contact the council about billing, discounts, and payment support. Valuation agencies handle banding challenges through nation-specific procedures.
Set up payment only through the council's verified website. Keep the first bill because banks and other services may accept it as address evidence.
If the bill arrives late, keep money aside. Delayed account setup does not remove liability from the correct move-in date.
Keep the move notice with the first corrected bill.
Common misconceptions
Council Tax is not one identical national charge. Councils set bills, national systems differ, and Northern Ireland uses rates.
Rent including "all bills" does not always prove Council Tax is included. The legal liable person and contract both need checking.
Summary
Notify the correct council when moving in or out, or use the Northern Ireland rates process.
Check who is legally liable, claim valid discounts with evidence, and correct dates or household details before the first instalment.
