CURP (Clave Única de Registro de Población) is the national population registry key managed through RENAPO (Registro Nacional de Población). For foreigners, the number is typically assigned when INM grants temporary or permanent residence and prints the resident card: Get an INM card. That assignment is not the end of the story.
