Start with the 23 wards, because that is where most newcomers mean by Tokyo. A ward, written as ku, is a city district with its own local administration. Chiyoda, Minato, Shibuya, Shinjuku, and central Meguro behave differently from outer wards such as Adachi, Katsushika, Edogawa, Nerima, or Itabashi. Even inside one ward, a ten-minute change in walking time or one extra transfer can reshape the rent.

For one renter, a modest private studio or one-bedroom near a useful station often pushes the monthly plan into the JPY 250,000-420,000 band once you include rent, utilities, food, transport, and ordinary life. Central wards can exceed that quickly. Tokyo also normalizes small floor plans, loft beds, narrow kitchens, and compact bathrooms in ways that surprise people arriving from larger-housing markets.
