Hungarian public care is not unlocked by living in Budapest alone. You need a lawful entitlement route and a TAJ number that clinics and pharmacies can recognise. Treat coverage and the plastic card as related, but not identical, steps.
How does entitlement usually start?
Employment is the most common path for newcomers. When you are hired under the Hungarian system, social-security contributions and employer reporting create the insurance basis that public care expects. Students, family members, EU coordination rules, and certain agreement-based routes can also create entitlement, but each has its own evidence pack.
A residence permit or EU registration certificate proves you may stay. It does not by itself prove you are insured. Private travel insurance can cover gaps at the start, yet long-stay life usually needs the public entitlement track or a deliberate private alternative. How do you get a TAJ card?
NEAK (Nemzeti Egészségbiztosítási Alapkezelő, the National Health Insurance Fund Manager) explains that people who become entitled and do not yet have a TAJ number apply for a TAJ card at the government office handling health-insurance tasks for their place of residence or stay. You complete the application form carefully and sign it; incomplete forms get sent back for fixes and slow everything down.

The TAJ card shows your name, date of birth, TAJ number, and issuing details. Keep it with you for GP registration, specialist referrals, and pharmacy visits once you are covered.
What should you do before the first clinic visit?
Confirm with your employer or the competent office that contributions and entitlement are active, not only that a card was ordered. Choose a háziorvos (GP / family doctor) who accepts new patients in your district once you have TAJ access. Bring passport, TAJ card, and any referral letters.

Common misconceptions
Getting a residence card is not the same as getting public healthcare. Coverage follows entitlement rules and contributions or another legal basis.
A TAJ card also does not replace private planning during gaps. If entitlement has not started, clinics may treat you as uninsured for routine care.
