China’s Foreign Permanent Resident ID Card is a scarce status. Most movers renew work-type residence permits for years without ever qualifying. Treat the green card as a separate eligibility file, not as a loyalty stamp: Apply for a residence permit.
Who can realistically apply?
NIA English guidelines list investment with multi-year tax payment, senior management or associate-senior professional roles with salary, tax, and residence-day tests, outstanding contribution, and family routes such as five-year marriages to Chinese citizens or permanent residents with high annual presence, or eligible minor children and some older dependents. Criminal-record and health requirements apply. Spotty tax history or long absences can block a file: File taxes and Get tax number.
Work-permit holders still need the ordinary residence chain while they qualify: Get a work permit and Renew residence permit. Apostilled civil documents often appear in family routes: Apostille documents.
How should movers prepare?
Collect tax payment proofs, employment titles, residence-day evidence, and translated civil papers before you book the municipal public security counter. Processing can run many months. Cancellation rules exist for security issues, fraud, deportation, or insufficient residence over five years. Mandarin-heavy filings are normal: Chinese bureaucracy without Chinese and Paperwork after moving. Changing from study to work is a different file: Change status of residence.
Common misconceptions
Assuming every long-term Z-visa worker gets a green card fails. Eligibility is categorical and narrow.
Assuming permanent residence equals a Chinese passport also fails. Naturalisation is a separate, rarer nationality path.
Summary
Map yourself to a published NIA eligibility category, keep tax and residence-day evidence clean, and file through local Exit-Entry with translated packs. Permanent residence is a high bar beside ordinary work renewals, not a default fifth year.
