A Canadian passport or permanent resident card helps at borders and for status checks, but clerks, banks, and parcel counters often want a domestic photo card with your Canadian address. If you do not drive, each province runs its own non-driver ID product instead of a federal card.
Ontario Photo Card
Ontario residents aged 16 or older who do not hold a driver's licence can apply for an Ontario Photo Card at a ServiceOntario centre. Bring original identity documents that prove legal name and date of birth, plus proof you live in Ontario. ServiceOntario's rules say you cannot hold an Ontario Photo Card and a driver's licence (Ontario or foreign) at the same time. If you later want an Ontario licence, you generally surrender the Photo Card and may face full testing again.
Tell ServiceOntario if you ever held an Ontario licence, even a cancelled one, so the file does not stall. The card is mailed after the in-person visit. Pair it with banking and SIN setup when you land in the GTA: open a bank account and get a SIN.
British Columbia and other provinces
In British Columbia, people enrolled in the Medical Services Plan (MSP) can obtain a Photo BC Services Card that works as health identification and everyday photo ID. Combined driver's licence and Services Card products exist for drivers. Non-drivers can also pursue a BCID through ICBC channels when that product fits better. Health enrollment steps sit in enrol provincial health.
Quebec, Alberta, and other provinces issue their own photo ID or identity cards through SAAQ, registry agents, or equivalent offices. Document lists and fees differ. Always use the province where you are a resident, not the province printed on a temporary hotel booking.
If you will drive, converting a foreign licence is usually the higher-value card: convert a driving licence. Do not apply for a non-driver card in Ontario if you plan to keep driving on a foreign licence you must surrender for the Photo Card.
Common misconceptions
A Social Insurance Number letter is not photo ID. Banks still ask for a passport plus another identity document when the provincial card is not ready.
An Ontario Photo Card does not authorize driving. The reverse is also true: a licence is photo ID, but a Photo Card is not a licence.
